So if you are starting in a desert, try a 325x325 temperate forest and see if the value skyrockets, then you can be certain it's a soil issue and start looking for mods that add some sort of terraforming or soil creation option. You might be able to fix it by moving them to the bottom of your mod list, or they might just be poorly made mods that don't account for the soil price and need to be removed.
If you are already starting in a temperature forest or such and it's still only 30-70k, it's probably the ruins. Look at the floors, if there are any new materials being used, or any floor types other than flagstone or stone tile, that's probably the cause. Or if you are using something like real ruins or a mod that increases ruin density in general.
I don't know what Resource Dictionary is or how it works, so the only thing I can say about that is I haven't heard it mentioned before in relation to this issue.
Personally I wouldn't be bothered by 30k starting wealth and just roll with it, it's not going to be very noticeable. I've gone with 100k starting wealth before and that's rough but doable. So it's sort of in the range of "is it worth fixing" or not. You can always use dev mode to destroy some ruins if you are happy with your mods otherwise.
