He was probably a former raider recruited into the colony. You know those raiders, they never try to pull out until it's too late.
It didn't help that it was my first playthrough with Biotech and I didn't realize I could "terminate pregnancy" until somewhere into year 3 or so....
In my current playthrough, on the other hand, no one got pregnant at all in year 1. Year 2 was a little more fertile, but as of year 5 I only have 2 born-in-colony children thanks to fewer pregnancies than that last playthrough, and also now being aware of the terminate option.
I also now use a mod that adds birth control pills. It's a less aggressive solution to what the game offers at the cost of being required to take a pill ever 5 days. I put everyone in the colony on the pill after they have 1 child.

also you can imprison your baby, make them guilty and execute them for 0 mood loss. Great for keeping the numbers low when needed.
