The first is that your animals specialist may be zoned into an area so that they do not have access to any raw food. It is possible to check this by going into the "architect" tab and looking under the section that says "allowed areas." If your animals specialist is set to "unrestricted," then this is not the problem.
The second possible thing I can think of is that you have the right type of food to tame him, but not enough. In my testing, an animals specialist would use 6 units of raw food per attempt at taming a wild man. It may be that you have less than 6 units of raw food.
The next thing I can think of is a bug that sometimes occurs, but it doesn't make sense for it to be happening here. Essentially, your tamers will pick up raw food to tame and train animals, but they can only carry 24 units of raw food at a time. If your tamer's inventory is full of raw food and they try to tame an animal that will not eat the food in the tamer's inventory, the game will say "no food." For instance, if your tamer goes to tame an herbivore, like an alpaca, they may pick up rice to do it, and they will usually pick up as much rice as they can hold - 24 units. If something then happens that interrupts them taming that alpaca, like you telling them to do something else, they will be left with 24 rice in their inventory. If you then tell your tamer to tame a carnivore, like a wolf, the game will say "no food," as your tamer's inventory is full of raw rice that the wolf will not eat. The way to test if this is the issue is to click on your tamer and go to the "gear" tab, then tell your tamer to drop all the raw food they are carrying. If the game still says "no food" when you tell your tamer to prioritize taming the wild man, then this is not the issue.

Disabled the inventory mod, nothing changed (

Yeah the inventory mod was just a wild guess based on the fact that in vanilla you can have some issues with taming based on a pawn's inventory. Disabling mods is also known to break saves, but the few mods I saw didn't seem to be too big so I thought it might be fine. I'm still leaning towards this being a mod issue though, so I believe the advice typically given is to disable your mods 1 at a time and load the save to see if it fixes the issue, but this is obviously very slow.
If you are going to disable your mods 1 at a time to figure out the issue, it's best to just go straight down the list so you know which ones you have tested. However, if I had to guess, it's most likely to be any mod that adds anything that could interfere with the taming process at all, so any inventory mods, mods that add new animals, or skill overhaul mods.
I disabled all mods except Harmony and Simple Sidearms. Without them, the right mouse button does not work.
All other mods are disabled, but the problem remains.
