Babies have trouble sleeping
They refuse to sleep even if I made them masterwork and legendary cribs, which results in crying, and I had my character to kill her husband because he went into murderous rage that tried to kill babies.

How do I effectively put them to sleep when they're drowsy?

I'm going to be checking back here to see if anyone else has a different answer because I have a similar "issue," but I always assumed it was an intended behaviour. You have a tired, fussy baby laying in their crib and yet they still won't go to sleep; sounds like a typical baby.
Babies will randomly sleep, you cannot force them to.

What about sedating them? Would that force them to sleep?

Hmm good question... I'm not sure being sedated is the same as sleeping though. Only one way to find out! Honestly the crying shouldn't be that massive an issue but I guess it depends, I never have more than two kids at a time myself.

renders them unconscious for ~6 hours, so that should give at least some sleep gain.

you are seriously talking about sedating a baby for just doing what a baby does?
build that baby a separate nursery were its crib stands, preferably close to the mother or who ever feeds it.

problem solved, no more crying in the parents bedroom when they try to sleep.

seriously... if i even had considered to sedate my two kids when ever they cried out of nowere i had been confronted by child care on multiple occasions.

Y'all would really sedate a baby just to shut it up?

At least no one has suggested removing their tongues.

would that really work? it's not the tongue making the noise. the tongue makes words out of noise, not noise out of nothing.

The underlying issue is that your colonists are unhappy. You need to keep your colonists happy enough that they can absorb some kind of negative thoughts here and there without going under the threshold for mental breaks. Psychite tea, better food, bedrooms, passions for work, impressive rooms, smokeleaf drug policy if at VERY low mood (under 26-30), an appropriate ideology and rituals for your playthrough that contributes to their happiness etc etc. If people are going into a murderous rage because a babe is crying, it doesn't have to do with that particular event, which is only a very small and manageable small negative thought, but something has gone very wrong in your overarching colony design. The " final straw reason" given in the mental break notification is often irrelevant and misleading to new players because it's probably just the last negative thought added to the pawn, but it doesn't mean they didn't have many other negative thoughts already. Negative thoughts for colonists are going to inevitably happen in various ways and yes, while avoiding as many negative thoughts as possible by paying attention is important, if you manage to keep your colonists average mood at 80 or above through many positive thoughts, than the random temporary negative thoughts that come up here or there will pretty much go unnoticed.

The problem was because her husband lost the dog, which I implanted bionic spine, heart, and jaw, which lost a spine previously due to a raid, as it's extremely protective and good at mawing raiders. But this time, it unfortunately got one shot in the brain.

Then, a highmate prisoner I converted to be my social pawn seduced his wife, which then 1st wife become his ex-wife.

I have him married again to his friend, now his 2nd wife, as I hoped sheet tumbling would lift the mood, which it did.

But then ex-wife, out of the blue, insulted her ex-husband, which drove him murderous rage, which he then targeting babies.

So I had no choice but put him down, as child are very op in the game.

Also, sedative kinda works, they immediately go to sleep when drowsy shows up, rather than sleep after drowsy goes down to tired, along with woozy feeling that lift the mood, so babies kinda never cry again.
