Report a translation problem
Common sense just makes your pawns clean the room before doing surgery, and Smart Medicine just allows pawns to use medicine from different sources such as the medicine in the inventory of the pawn being treated. If anything it increases the ability to do surgery as if you had no medicine in storage but did have some in pawns inventory in vanilla, you couldn't do the surgery, but smart medicine allows it.
The bill tab isn't changed at all.
Can you explain thew issue more? Are you unable to do surgery that has already been queued on a bill, or is the bill tab just blank and you can't order surgery to begin with? or is it something else?
a) Make an additional save (manual copy if you're using ironman).
b) Disable half of mods.
c) Load a dedicated save and try to surgery.
d) Either disable another half of mods (if still don't work) or enable half of disabled mods (if now medical bills are working)
Repeat until you will find source of problem, disable it and return to your main save.
