You can make your own custom xenotype with any genes you want.
Go to create your own xenotype when you start a new game, you can enable all genes by ticking a (ignore restrictions) checkbox at the bottom (might be only available if using dev mode enabled in the options but not sure).
This mod might be a little helpful as well so you don't need to start a new game to make a xenotype or ideology.

Adding completely new genes is going to require some coding skills. If on the other hand the genes already exist in the game files, then its as easy as picking the Highmate Xenotype and adding a few extras ontop and saving it as a new Xenotype.
