If it is not part of the religion, you cannot remove it from the religion. Burkas cover the most body parts of any item of clothing, and can be worn over most other gear; a high-quality burka in good repair will be automatically worn purely for its protective stats, unless you specifically remove it from the default clothing list. Similarly, the headwraps introduced in Ideology cover more body parts than any non-helmet hat, and with quality and material differences you sometimes see pawns discard military helmets in favor of headwraps.
