Oil isn't infinite, but there is a lot of it per map.... usually. More than you'll really need in a normal game any way.
Napalm is fun, but overall I would rate it- realistic, but OP.
Oil is not infinite, but for all intents and purposes it is- ypu must pump it in obscene amounts to make a dent in oil basin and even then oil will eventually refil if left alone.
If you want something more gamey, but balanced try Vanilla Chemfuel Expanded and its unoficial expansion (changes some things and adds a lot)

As far as power and materials go yeah, a bit.
Granted, setting up and research takes some effort, but once done, you have practically infinite chemfuel and some other materials.
Oil basin size is somewhat realistic, and that creates problem, since you need civilization to start running out of oil, not 30 guys in a village.
Less realistic, but also more fun from gameplay point of view.
My headcanon is that previous civilization that inhabited the planet before mechanoids and insectoids happened pretty much tapped out most of the fossil resources, so that's why they're rare.
