As mentioned, there are some that require the expansions to function, but you can still download them anyway.
Yes you need both DLCs to use the "full" collection of Vanilla Expanded. Several of their major mods require Royalty and/or Ideology. You can "subscribe" to the mods without the DLC, but if you try to enable them your game will crash or you will get a lot of errors and things wont work.
I really wanted to know this before buying the game
To answer your initial question in broad strokes: No, you don't need Royalty / Ideology / Biotech to use Workshop mods in general.
Always Read Mod Descriptions.

Look for requirements (usually found on the right, as links to any other mods and/or dlcs).
Look for Compatibility issues (most mods list this somewhere in the description)
Skim through the comments for issues (first two pages is usually enough). Some mods have issues that aren't worth dealing with.
And some mods will have dynamic aspects that will only load if it detects other mods or dlc. This means it doesn't "require" those mods/dlc, it will still load the mod, but it will have more features if you have those other things.
