Can't activate the rocketswarm launcher (Combat Extended)

Hi, I've never used the rocketswarm launcher before; I was hoping to use it in my current colony. I spawned it in using dev mode (just to test it) and found that, even if it was loaded with rockets, I wasn't able to fire it off. It looks like it's only capable of attacking other tiles and not my own. Anybody know what could be causing this?

I guess You need to manually launch it. I also only built it one time, but i don´t remember...

I right-click the launcher with a pawn, and no option shows up to activate it, even if they're drafted or not. :/
