Most of the "annoyances" of the ideology system are optional and can be disabled individually if you go in and adjust things. The minimum "requirements" to an ideology is just an altar in a floored room, a leader and a moral guide, and those roles can have their clothing requirements removed. Everything else about ideologies is optional, conversion, rituals, precepts that cause negative thoughts or change gameplay, required buildings, you don't have to interact with any of that if you don't want to. It's a system that is as light as you want to be and does only what you want it to if you are willing to spend a few minutes adjusting it to your preferences.
