In the Tab you can remove that forced wear and they will grab better clothing. They always strife to take the best clothing, when their clothing goes under a certain treshold.
If you have VE Memes there's also a precept for "tattered clothes: don't mind" (tied to the scrapper meme) which means colonists will not automatically swap out items of the same quality just for higher durability, and will instead typically just wear things until they disintegrate unless you force them to change in their apparel policy.
My pawns have sky high expectations and mood swings are very important at this stage, so i want to get rid of anything that upsets them. soo,

Just make sure they always have replacement clothes available to switch into, also note that it doesn't effect any forced equipment (if you tell them to wear something).
