Any time toxic waste 'dissolves' or reaches 0 hp it spews out pollution. Freezing them is the only way to stop the pollution spread. Eventually you'll choose to caravan/transport pod waste off your map or research the Waste Atomizer and safely destroy them.
*Toxic resistant/immune xenotypes change effectiveness, obviously.

At least Atomizers use less energy as well.
My setup is 2 Solar Panels, a Battery, two Coolers and a big room that can store ~ 400 packs. All on the edge of the map in a jungle climate (colder climates likely need less power / can build bigger storage). If some waste dissolves because something went wrong I can afford to power ~3 Waste Pumps with just the Panels to clean it up. Make sure that the whole thing is fire-proofed with stone walls (including around the Panels) and stone floors.
Local noble uses his Call Shuttle ability to dump waste FAR away every time it's off cooldown. For the amount of mechs I have I would likely need two Nobles though.
If you don't have nobles that can Call Shuttle then Transport Pods are an option. Keeping some Boomalopes for a steady fuel supply isn't too big of a deal. Steel isn't too big of an issue either, but can get costly depending on your waste production.
The only drawback so far that I have run into is that Toxic Infestations have spawned RIGHT IN THE MIDDLE OF MY FARMING FIELDS. I have no idea if this mechanic is working as intended or if this is a bug, as I assumed that the new Infestations only spawn on pollution / near dissolving packs. I have neither on my crop fields for obvious reasons. Having to fire rocket launchers onto my Devilstrand farms isn't fun.
I would highly recommend not to store your waste under a mountain. If you ever get a Toxic Infestation or a regular Infestation then you will likely want to use fire to burn the bugs. Fire will dissolve the packs and create Tox Gas, which doesn't harm bugs, but harms you colonists AFAIK. Depending on the amount of packs you have stored this can completely ruin your map. 400 packs pollute 6 squares each, meaning that almost 5% of a small map is instantly turned into a wasteland with just one incident.
