The max size of a room is hard to describe (and remember), it has to to with the 16x16 grids of tiles the game calls regions and how many regions a room is part of, something like 14-20 regions. A 19x19 room could be part of 4 regions or 9 regions depending on where it's centered, but generally it has to be pretty big to break room bonuses.
Rec room, very impressive (117)
Just checked, I do not have any mods like that. Most of my mods ARE decoration mods that add small plants and stuff, could it possibly be one of those?
I dont think itd be a big problem to have decoration mods but if i had to guess you added new mods mid game and that caused a problem and you didnt noticed. Think about this a bit it. I know you checked older saves but try checking even older saves. Also im not very knowledgable about bugs in this game thats why i dont know how to solve it really
If the rooms are being used normally and without apparent issue, and they are labeled correctly with the right impressiveness, then I'm not sure what might cause them to not get a mood buff. It's possible a stuck moodlet on the colonist could do it, sometimes psychic harmonizers bug out and the game gets confused about a colonist's mood, this also tends to spam an error in the log. I don't remember if that prevents new moodlets from being applied or not.
