If you’re ok with mods I’d recommend adding Fluffy’s Work Tab. Even if you don’t use it to adjust individual priorities, simply being able to see the priorities of the sub tasks helped me understand points of confusion.
In this specific case you could temporarily disable cleaning entirely while leaving snow clearing on.
You can also set clearing to a top priority while leaving cleaning at the normal setting so that pawns prioritize clearing over all/most other things.
These are the settings my folks used when I was a kid.

My paths are usually 3 tiles wide with a column every 12 or so tiles. Some lights to get rid of the darkness debuff in the heavy traffic areas. If beauty is an issue plant some flowers along the side of the path.
I mean shoveling the driveway and out to the barn was priority 1. Bed rest was priority 2.

Those covered walkways will also come in very handy during Acid Rain/etc events, too. :)
Forcing the player to have to compensate for embedded inefficiencies is a purposefully supported game mechanic in Rimworld. Luckily, there are in-game tools for the player to use instead of just sitting there, screaming at the monitor... "Covered walkways" are one of those "tools." BUT, even there, the player has to manually construct them out of simpler components - Wall sections/roofs. Pretty wonderful design, IMO. (The new "Support Columns" are... an anathema to me... )
