I still think my original suggestion would be easier, stay subscribed to the mods and use RimPy to create a local pack you can play offline. The mods stay updated automatically for when you need them, your local modpacks stay isolated, work offline, and don't update unexpectedly. Workshop mods still exist on your drive while you are offline, you can manually copy them to your mods folder and use them if you want, and RimPy can I assume still manage them just fine while offline.
I thought the update feature with steamCMD was the main appeal for this program. lol I don't like mass updating without knowing the details and it'll depend on the mod if I want to update or not, this mod was the best option for that sort of thing.
If you backup rimworld and all the workshop mods to a different location, then you can play with the mods offline. You'd luanch the rimworld.exe from that folder, not from the icon on steam. Steam will still notice that you're playing the game if in offline mode. You are able to take screenshots too as long as the overlay is enabled. You can also override rimworld save data folder. I imagine there is a video on youtube that shows you how to do these things.
Those mods won't auto-update, neither will the game itself. You could utilize Rimpy to help you easily update the mods you 'backed up' as shown earlier in the video I shared.
