DLC and mods.
Some mods require DLC's, and i asume they need to be activated in the modlist to work with the mods. Is there a way to activate the DLC but not use them? Ideology let's you disable the content but how about the others?

I don't think so. Why would you want to download a mod dependant on a dlc without the dlc anyway, they likely tie directly into eachother making the mod pointless without the dlc

You cant disable stuff in royalty, but you can just ignore it all. You dont have to take missions to get nobility and psycasts.
You can disable kids from biotech, and the rest can just be ignored, again you dont have to go and become a vampire or mechanist. You can also remove the special factions and replace them with the ol'baseline ones. I often do any way because I dont like having all the fantasy races in my sci-fi game.
Anomaly can be disabled and you will probably want to other wise it will take over. It cant be ignored.

There is an ammunition mod that used a framework that needs ideology (some graphic was used from the DLC).

Royalty lets you turn the empire off, and anomaly lets you disable the events in the storyteller settings when starting a new game
