A trick to make prisoners equip things is to strip their clothes and then leave the clothes you want them to wear in the cell. Not sure if it works for slave collars, but might be worth a try.
Failijg that, https://steamcommunity.com/sharedfiles/filedetails/?id=2877763074 could work - though you may need to either have your pawn right-click on an incapacitated prisoner, or temporarily assign a surgery/operation to the prisoner to make them lay down first.
Capture a pawn, strip them, and then dress them in collars/jumpsuits/whatever while they're still injured. Or just leave clothes in their cells. They only get clothes via the Assign tab once they're "recruited" in some fashion - by default non-colonists will wear anything available.
Some collars can be useful for prisoners if you have access to them. The Electric and Crypto collars from Simple Slavery Collars have functions, an electric shock and cryo-sleep function. Get a jailbreak? No problem! Zap the poor fools and heal their burned necks, or pick up the sleeping bodies.
The Explosive collar, however, comes with a massive mood debuff which can lead to more mood or prison breaks. "They're trying to kill me!" -60
