Report a translation problem
Just because a mod does not intend to mess with things that does not mean they don't do it accidentally.
There is also the small possibility that you have some file corruption going on. Use Steam to verify the files, or uninstall, and reinstall the game. Try it without any mods.
The only other thing I can think of is you modified the food restrictions incorrectly. I loaded the game just now and there is no "any food" setting. Did you create that yourself? Perhaps open up that menu and take a screen shot and post it here.
If none of us could feed anyone don't you think the forum would be blasted with posts? To imply the developer is at fault by crying bug in your title is inconsiderate.
So, anyway, try selecting one of your starving colonists and then right click a meal. The game will tell you why the colonist is unable to eat that.
Edit: if you are modded, I recommend going to vanilla until you get feel for the game and how it works.

It's always a mod...
There have been many mods that cause food restrictions and eating as well as other behaviors to bug out. It is a mod.
One weird association was a mod for bandaging/medical that allowed pawns to treat downed pawns immediately, without having to put them in a bed/sleeping spot or something like that. (Race/Faction/Bodypart and Narrator mods are the most intrusive, generally speaking.)
It does not matter if a mod directly effects the behavior/item/mechanic for a Rimworld mod to cause issues with any gameplay mechanic.
Generally, xml only mods don't cause problems with things they are not directly modifying (Mod adding guns won't cause your pawn's head to explode), but mods that involve programming are more likely to cause such problems. It's harder to spot xml only mods if you have no experienced with modding through.
It doesn't matter whether or not you think the mods you have mess with food. They obviously do.
Run a plain vanilla game and report back here whether that works or not.
Spoiler: It will.
