Your other scenarios are from mods, so I'm not sure what their tech levels are, sorry. =(
But to actually answer your question, tech level and pre-completed research is based on the faction, of which there are two provided. So if the game says your faction is New Arrivals, you're industrial. If it says New Tribe, it's Neolithic. If it says something else, it's up to the mod author.
If you know the mod adding the start and the mod author isn't around, I can look into it. Faster would be to turn Tech Advancing on, start a new game with that start, and then check Tech Advancing's config. It'll specify the colony's current tech level.
