For soldiers/fighters I'd use the flack armor set with a belt.
Well I tend to get basic autocannon turrets and mortars then focus on non-combat stuff (medical, support, etc)
Inner layer: Flak Vest; or corset (or formal vest) for nobility.
Skin layer: Button-down shirt + pants is my usual go-to. Eltex / formalwear for my nobles with decent psycasts.
Hat: Whatever I can get at the time.
I'll normally try to account for cold weather with the material types on the underlayers but if it gets too cold Tuque sometimes goes here - unless we're under immediate threat.
Accessories: I normally go Shield belt for brawlers, Smoke Packs for shooters.
But that's predominantly due to availability; and I set up multiple outfit assignments depending upon what I need. Worker/Soldier/Brawler/Psyker/Jedi are the ones I normally have set up (the last two are for the Royalty expansion, depending upon whether the nobles are melee-only or not.)
embrasures have replaced the need for armour
Hyperweave is just plain better. Same sharp armor, slightly better blunt, much better heat, a lot better cold insulation, a little better heat insulation, and much more item health.
Thrumbofur is nearly the same on blunt and sharp (slightly better sharp, slightly worse blunt) and better against heat, as well as much better for cold insulation, and a lot more item health.
Devilstrand is rather significantly worse against sharp (28% vs 40%), similar against blunt, and the best against heat, as well as better on insulation, and a little less item health.
