I don't get it some colonists have different moodboost using the same room, like dining room, rec room. How is it possible? I had this before i just dont get it. Is it a known bug?

This usually comes down to filth. Filth drags impressiveness down and can change from time to time as pawns make the room filthy and clean up.

No the room impressiveness does not change at all or does filth directly changes it ignoring impressiveness by itselft?

Room impressiveness is an aggregate of multiple scores, including cleanliness. Cleanliness, in itself, is a score based on the average of all the filth in the room per tile. Depending on the size of the room, a single speck of dirt can sharply decrease impressiveness.

Also depends on certain pawns too. Some are jealous, or whatever it's called, that makes them need extravagant rooms and such. Also make sure you put GOOD tiles down on the floor. Certain flooring is actually ugly or gives no bonus. Putting large sculptures into the room will help you out too.

There's a bug in the game where if a colonist uses a room before their existing mood buff falls off, that existing mood buff is simply refreshed rather than being upgraded based on the current state of the room. So you can have colonists constantly refreshing a +5 mood buff in a room that should be providing +7 until you somehow force them to stay out of the room for like a day.

I had a similar experience to the OP, at least for the Dining Room. Turned out the mood boost from an impressive dining room last something like 24 hours, and needs to be reset by actually eating in the impressive room again. If their first meal after the buff wears off, is at a table out in a corn field, the buff doesn't reset to what you want it to be. And if the buff resets to a mediocre dining room, you need to wait for that buff to wear off before you can attempt to reset it again. Pawns will also try to eat at the closest table to where they are when they decide to eat. If a table in a field is technically a tiny bit closer than the main dining room when they wake up hungry, they don't go straight to the main dining hall to start their day, they go to eat in the field.
