Report a translation problem
For some reason, my thinking meat is saying it recalls something, somewhere, being said about a patch/expansion/something that sterilization might become a vanilla thing for tamed animals. Though, to be fair, that would seem to go against Rimworld's basic design principles. In general, if you gain the benefits, you accept the troublesome risks and the burden of having to manage those. :)
I haven't played in awhile and forget the patch I last played, but if it is in vanilla then it'll be a medical job in the animal's edical tab, I would think. It could be possible it could be an Animal Handling job, though (Right-Click menu) - Unsure.
If you're looking to sterilize animals in the case of them becoming too numerous, then you should probably gain resources and butcher some of them, instead. Exceptions for certain key/beloved animals, of course.
Second to last bullet point under Pens and Animals -although it doesn't say how.
"Added animal sterilization. Colony animals can be sterilized to prevent them from breeding".
To sterilize an animal you go to their health tab > operations > add bill > Sterilize

Normally, stuff like that should be either in the Medical tab or an assigned Worker's right-click menu list. "Normally." :)
