Pre-ideology I’d outfit my nobles as follows in order to meet the requirements:
Prestige helmet
Prestige armor
Eltex or formal shirt
In my ideology run the noble was satisfied with:
Prestige helmet
Duster, then locust armor (not prestige)
Formal shirt
So were dusters/locust always allowed, did something change, or did I miss something completely?
It's basically always: a hat + something on torso. The shirt is enough and nothing above required. A cape (basically a complexer duster) would also work instead of the shirt.
Huh. I always thought nobles had to have the proper item in whatever slot was available, not just one item. I wonder if that was the original Royalty mechanic and I didn’t notice the change.
Looks like I can ditch the formal shirts, then!
Edit to add: And easy to get, the Empire trader pretty much always has some for sale, at least in my game.
