With the Ideology and Biotech expansions, slave trader caravans are ridiculously rare to the point I don't even think most people realize they exist. They only spawn at all if you have like, 5 or fewer colonists, and they are pretty rare even then. To make things worse, they are one of only like, 2-3 ways you can get a Highmate.
The Infinite chemreactor is also ridiculously rare, up there with the Anima Stone. Whatever requirements that can cause it to spawn as a quest reward are so high that even when it does appear, free chemfuel isn't even that big of a deal anymore.
Some of the "ancient danger" loot items are also ridiculously rare since they are part of a large pool of items. If you play with research prohibited, you'll want to save your few Techprof subpersona cores for the few researches that textbooks can't spawn for.
The only ways to get them are to start with them, to buy them from slave traders, to kidnap one of the rare merchant NPCs that have a tiny chance of being highmates, or very rarely from random events.
A Pawn with commonsense.
Just like many people in real life nowadays

Tell me your political views, without telling me your political views.
Eh? Not sure how it's political to note that something requiring two pawns to both have a rare trait AND have randomly determined positive compatibility produces rare results.
Funnily enough, I had both a slave caravan and an infinite chemreactor offered very early in my last run. But the colony was in such a bad way that I had no money to buy pawns, and could not finish the quest that offered the reactor.
Don't worry about that other person btw. Some people are just looking for an opportunity to be outraged at something.
Usually if I have one I'll just put it in the stockpile until there's a bad psychic drone event. Otherwise they are more useful for raiders than they are for your own pawns.
Slave trade caravans are one of the ways STs will attempt to 'enforce' their minimum population target. Typically, you'll see loads of them at very low populations, gradually tapering until they become exceedingly rare after ~8 colonists depending on ST.
If you're not seeing them often, it's because you're going for a high population sooner instead of later. If you really want to see them more, keep your population low early on and cross your fingers.
They're super annoying if you try a solo run. That and the constant slaver ships passing through the system, and the steady rain of drop pod crashes. I mean, unless you're a solo psychopath cannibal. Then it's heaven.
That's why the highmates. Wink.
