I think you might be following a guide for Rimworld 1.2, where you could place animal zones and animals would automatically wander to them and stay inside them.
In 1.3 you have to create an enclosed space (Either using walls or fences) for your livestock to stay in, and your pawns will haul the livestock to them. If you create a building with walls you can place a heater or other heat source to heat it up.
If you have grazing animals using (only) a walled building with a roof isn't optimal of course, as the roof prevents grass from growing. In that case you will want to create a heated building with an animal flap as a door. That way the animals can both enter the heated building to warm up, and the outside area where they can graze.

I sometimes place a heater and/or a cooling unit in there too, but in this case, I used the heat from the geothermal power plant to heat it ;)
