For real though, all the games of rimworld are you telling the story of your pawns ether their survival and flourish or their demise.
No, they don't exist. They don't talk. They don't narrate, they don't TELL a story. As in StoryTELLER, you know. They are just difficulty options with names. They should change the description of the game.
It's still a good colony sim game, just not a storytelling game.

That can be said of most games. But yet, most games don't advertise a storyteller in their descriptions. ANY game can be narrated in your head.
In all seriousness though, the storytellers do actually change the game beyond simple difficulty. Randy's insane, he can grant you a gift from the heavens only to overrun you 20 minutes later with a rabid herd of man-hunting guinea pigs regardless how well you are doing or how horribly you are dying. Phoebe was my favorite for a while. She's generally the most relaxed imo but when she does hit you, she likes to hit you really really hard. Tons of time to prepare, but you pretty much HAVE to prepare for everything if you picked Phoebe, or she'll pick that one thing you can't deal with yet, murder your colony, and then send a man in black in to save you while she sulks for a while and you get basically no events, good or bad. Cassandra is the middle ground. very structured, very boring, well scaled. The pace is generally maintained and while she will challenge you she rarely tries to outright murder you. I don't think I've had a full colony loss under Cassandra yet. I've lost pawns sure, but not the entire colony like Phoebe and Randy tend to do to me.

I don't know what video you saw, but if that's true, you'e not wrong.
There is no story teller. You're correct that they're difficulty sliders in every way. They don't interact in any way other than a planned schedule (or lack thereof, a la Randy) of throwing difficulty at you.
Just remember that while you're correct, the majority of people on here will argue because they'll do anything to defend the game.
This game is like a low end sports car. It's average to below average, as is, and not very fun to drive.
Think of a normal Mustang with a four cylinder. It's fine. But with mods, the mustang then becomes a Saleen Mustang which is incredible. Once you find the mods you want, despite the game being just an average Mustang, you're still driving a Saleen Mustang.
