Level 20 skill cap
Not finding any search hits on this question directly:

If a pawn already has a level 20 skill and an implant is installed or work that adds X skill, does the effective skill level exceed 20?

For example:

Level 20 skill and install a gastro-analyzer (+5 cooking). Will this pawn now have effective cooking skill of 25?

Nope. Lvl 20 is the hard cap, I don't think even mods can alter it to be higher than that

I don't know the name of it but I've seen a mod that does raise the level cap, highest I've seen from it I believe is 30. Makes me wonder just how often a pawn with level 30 art skill could pump out legendary level art.

In regards to my example about gastro-analyzer, maybe the wiki is wrong?

Gastro-analyzer description states "+5 cooking speed", but the wiki states "The Gastro-analyzer is equivalent to 5 levels of cooking, so a level 15 cooker would be equivalent to a level 20 pawn.".

Some folks did some tests and showed Gunlink to improve shooting accuracy even on level 20 shooting.

Maybe the same applies to this gastro-analyzer?

I.E. cooking speed will still increase, even on level 20 cooking skill spawn. Wondering if the wiki is wrong and that gastro-analyzer is not just a simple +5 cooking skill, rather +5 cooking speed (cooking speed which is not capped?).

In the "Info" tab on a pawn, there is a "Cooking speed" and a "butchering efficiency" stats. On 2 of my high level cooks in current game, both those numbers are already above 100% even though pawn are not quite level 20 cooking yet.

Seems I just need to install the gastro-analyzer and see if the speed number improves.

There are no items/implants in the game that boosts skill levels, so there is no reason to have uncapped skills or anything like that. Things like the Gastro-analyzer and Gunlinks boost secondary stats by an amount equal to having X levels in the base skill, they work just fine at 20 skill. The gastro-analyzer boosts cooking speed, not cooking skill, it doesn't affect food poisoning chance or butchery yield or anything else related to cooking, it applies the boost to cooking speed even if at 20 cooking skill.
