How to build underground
I feel like this would save lots of space

RimWorld doesn't have multiple layers. There are experimental mods that try their best to emulate multiple layers, or Z-levels as they're typically called.

with the new expansion you are supposed to be able to live underground i thought

You could always build a colony underneath a mountain. If that's what you're referring to, then you select the mining tool and then drag where you'd like your pawns to mine.

Under the mountain, you can dig into the mountain and live there. But you've always been able to do this, with the DLC, your pawns won't get the debuffs from not going outdoors if your ideology has the darkness meme.

Kind of wish the game had real underground building and new events that revolved around that rather than just digging into mountains.

In Rimworld, 'underground' has always meant under a roof. There are no z-levels.

This. Under an overhead-mountain roof tile is considered underground for the purpose of game mechanics and in-game logic.

I watched the trailer and it all looks like Rimworld to me. I don't see anything that could be considered different? That's under a mountain with darklight torches.

I don't see what you are talking about. I never got the impression that ideologies was going to add multi-level building. As has been said already "underground" in RimWorld has always meant in caves. I see nothing in the trailer on the store page for the DLC that indicates otherwise.

To be fair most of the tunneler description mention something about digging underground, and going as far down as possible because they believe that their god is at the core of their planet.

The Tunneler description just says "Humans ought to live underground, and enjoy the succulent fruit of the depths". Which, as I and several others have pointed out, refers to living underneath mountains (and the "succulent fruit of the depths" is raw fungus).
