Camera drag-move keybind mod?

The mousewheel click as the sole non-keyboard option to move the camera is a terrible choice and I cannot find any way to change this, does anyone have any idea how I could change that button to be literally anything else?
Autohotkey is known but a last resort, as I would really rather see issues fixed than have band-aids on everything.

For twenty years I've had a gamepad controller affixed to my desk for casual singlehanded use while my other hand has the mouse. Steam now maps sticks to analog camera or movement without a fuss.
