If any one of crafting, artistic, or construction has at least 3 points, that pawn has a chance for their inspiration to be Creative. For instance, pawn has 5 Crafting, 0 Construction, 1 Artistic, they still have a chance to be Creative.
It might - might - increase the chances if they have at least 3 points in all three, since inspiration type depends on the skill chosen for it. But I'm not entirely certain, but it seems reasonable to me.
They could have level 19 animals and 20 social and 15 medical, but 4 artistic, and game will throw you the creative instead of taming, trade / recruit, or surgery.
But a pawn that only has 0 to 2 skills on all three will never get creative inspiration.
Pawns with high crafting, artistic, and / or construction but all other skills below 3, they're still not guaranteed to be given creative as their inspiration. It could just as easily roll work or go frenzy (faster work speed and move speed, respectively).
For giving inspiration with Dev Mode:
Go into Debug Tools (third icon from the left, looks like a gear). Search for Inspiration. It will let you choose the type, and then you can put it on the pawn you want.
