(Anomaly isn't bad game, it's just specialized type game, all other DLC isn't specialized, and can be benefits even you don't play deeper of other DLC and it's on sale at that point.

1. Biotech is the best DLC. It not only adds a lot new content, but the content it provides is top tier. Children, Robots and Genetic Engineering. Create a robot army and live as a mad scientist. Or breed your genetic army of super soldiers, or maybe just grow them in vats. Put them on ice in a cryptosleep casket and bring them out when you need to like a Winter Soldier thing.
Once I made a female supremacist coloney where all males were enslaved and genetically engineered to never need sleep and was incapable of violence. Not being able to do violence = no slave rebelions. Endless possibilities.
2. Ideology is a DLC that allow you to enforce a playstyle that you want. Want to be a cannibal without everyone who doesn't have the cannibal trait? Just set cannibalism to accaptable and everyone is fine with it. This is a DLC if you want to enforce a playstyle. Doesn't add much in terms of items, but it does introduce cultures, religions and ideologies. Not sure how people can play without this.
3. Royalty is in honest one of the weakest DLC's. It add new items and a lot of them are pretty powerful. Like a lot of bionics and more. It also add magic powers. The best about this DLC is most likely the Empire however. They are the strongest vanilla faction and has plenty of good stuff for sale. Much better than everyone else. But they are only open for members of their own factions, or people with high enough titles within their faction.
4. Anomaly is the black sheep among the DLC's. While all other DLC's basically exist to give you tools you can use however you want, Anomaly is more controlled. You will face cosmic horrors and strange situations. Lots of powerful stuff in here for sure, but you are going to have to play the DLC its way instead of your way like the others. The DLC is great however if you are more experienced with the game and want new challenges.
One of the best memories I have comes form this DLC.
It was late game, and I had my genetic engineers super soldier caste. I was in the middle of a Global Warming event (mod) which basically meant the average temperature went up with about +30-40 degrees or so.
I got a message that "an unnatural darkness is approaching. Make sure everything is light up as the darkness is dangerous".
- Soldier commander: "Bah. That is nothing we can't handle. Our walls can't be breached like that. We are already protected from Toxic Fallout. We can just retreat into the center fortress and wait it out for days. We do not need to care about the crops"
- Chef Engineer: "Commander! COMMANDER!!! LISTEN!! We will not survive if we don't handle this right now. We are in the middle of extreme weather. A lot of the power that powers the coolers are powered by solar cells that we built in all haste when this started. If this darkness isn't stopped, we will not survive night as the darkness will not allow the batteries to recharge during the day. We already powered down everything we can, but when the batteries goes out, the whole center fortress will go dark completely."
- Soldier commander: "Wait what? That can't be right, we should have power for at leas.... 13 HOURS OF ENERGY LEFT!!! Okay, Okay. Grab everyone and move EVERYONE to the panic room. Bar the doors and put machinegun turrets at the entrence. The panic room as emergancy power from those unstable fuelcells we picked up, so if everything goes dark, at least those cells will power the light. We have to handle this now!"
It was at this point I learnt that the psycast Solar Pinhole actually have a pretty good use in Anomaly. Never had to use it before, but now it was a life saver as I had to rescue the whole base. And it was the first time I had to use the panic room.

Are how i'd put them in terms of value
Idealogy is mostly there for flavor campaigns and if you're not going for wacky campaigns
Idealogy is very unused unless you're actively focusing it
There is a steam sale every 3 months, xmas sale in 3 weeks. I think you need to play vanilla more than 14 hours before considering DLC but go ahead, buy 2 DLC so you can play another 10 hours.
In other hand, sometime steam don't show real hours, sometime people do use modified .exe that steam can't read but game can be played without steam know about it. So hours of gameplay might not true, it's could be someone launch game but not play, steam tick this hour and hours, so it's not real gameplay hours, or whatever that I do not aware of it.
Take a grain of salt, about other player gameplay hours on steam, it's might helpful when read reviews and see how many gameplay hours people had play before buying product (or rent the game in that some case licence, not buy game, I guess)
For anomaly i´m not so sure tbh. I more or less blindly bought it, played it - but i´m unsure what to think about it, mainly that You need to use these rituals to really play with it, but i don´t want to play with these rituals in many playthroughs, while i would always build some robots, or cataphract armor, or drill arms, or have children, or some minor ideology stuff, be it for the roles and styles alone - and these rituals which are more neutral in nature and fit any kind of colony, as there are more options about what kind of ritual it should be, even if i rarely use them...
