I just don't understand seeds map
I did google to find best map seeds and type in but it's not same as internet show? Did had DLC or not, affect it at all? Did every patch changed it way seeds work?

I had royal, ideology, biotech but not anomaly (because it's not on sale and I don't think it's add anything outside of horror thing.)

But I confused of way map seed work, it's seem not very reliable, whole information on internet about map seeds is just outdate or not reliable or something.

DLCs and updates don't mess with worldgen (at least updates haven't in quite a long time), and only some mods do - mods that specifically alter biome generation.

What you're very likely missing is the world coverage details page. These need to match exactly what's specified: map coverage, densities, weather, the like.

updates absolutely change seed generation. How else to explain that I played on the same seed and world settings including order number and type of factions, but after a patch in October this seed generated entirely new faction settlement pattern with the exact same settings.

I did careful and read, follow what they gave me with information, even same name (even cap letter and small letter), coverage, ect, yet even same setting, world are not same as internet, even. Of course I assumed my best when, not some 5 year ago, I think something like 2022-2023 at best I can get, and I assumed those had all DLC that I had, not just new one DLC.

I had something funky happen when I kept trying to remake the same map - didn't have map reroll back then and I really liked the world map, so I kept using the exact same settings to remake the world, try a hex, find I didn't like that one, back to main menu, start over with the same world map, try a different hex, so on... Thing is, after an hour or so, I started getting an entirely different world map. That one kept repeating like the original did, despite keeping the exact same settings as the first world map. Eventually, can't remember how much later, I started getting a third map. Know it was at least an hour after the first time it changed. Don't know if there was some weird time-based RNG going on or what.

Instead of going by maps in the web, i´d suggest to use the prepare landing mod. There You can more or less adjust what tile You want to play, and it would highlight all such tiles on the planet - and if You combine it with map preview, You can look for a nice tile You want to play on, which fits Your idea.

From what i understand,
Assuming you have no mods that affect tile generation Like geographic landforms.
Each seed will generate the same map, the tile will always have the same result for the map.
What is not the same is, roads, rivers, faction base locations, faction names and ideologies.

Pollution is generated on the same spot assuming the amount is the same

So the seed: violence
on 30% coverage
on 100% wetness
on 100% temperature
on 5% pollution
On the same hexagon tile

Will always be the same
