Yup. It's based on body mass, they won't reach 1.0 body mass until they turn 18.
Besides the drug thing, it´s also mainly about carry weight and run speed.
Another option would be to set up another policy. Like i´d use a no drug policy for the kids, and actually only lift it later. And i would connect everything to the mood. Like a standard pawn would get a minor break chance at 35. So i have a schedule that they smoke a joint at mood 20 (major break risk), a beer at mood 40, ambrosia at mood 45, and tea at mood 50. Of course still the one day for beer, and two days for the others, while they would carry 3 beers with them. I´d do another policy for pawns which have a higher threshold, and one for those which have a lower one - and policies for all these who are dependent on a drug. And if they have fascination i would also set it without mood perquisite for the tea or ambrosia.
But working with the policies works better than to set up zones.
