There's also blinding ritual that has chance to give psycast level, but it's highly unreliable.
Fairly certain i have gotten 3 from a single quest before (as far as i know it wasn't effected by any mods, but i do admittedly often play with some mods).
lvl 3 is the most important level for psi caster imo because of vertigo pulse, always want one user at base. Mostly get multiple royal casters for permits as more shuttles is good, can build up a fleet of backups over time as they never despawn.
One I liked when making a psycaster heavy cult was party hard -psycast rituals.
It adds the option to have a ideology ritual that can grant people psycaster levels.
If you add it mid game you'll have to either be a fluid ideology or use dev mode to add it to your ideology.
There's also a mod that lets biosculpter pods grant paylevels.
Mods that let you craft them, but that's boring.
If your fine with just buying them there's a mod to make them more common in traders.
If you have dryads there's a mod for a special dryad type that drops psyfruit that can be turned into neuroformers.
I think one of the Better loot mods for ancient complexes also add neuroformers to the loot pool. But I would have to double check that claim.
