Grimworld 40,000. This series is the most OP of the lot, on a similar sort of level to things like Faction V.O.I.D. and Kraltech, though definitely not quite as insane as them (unless you add some bionics mods and the like to make Space Marines even tougher).
Grimworld has a heavy emphasis on fleshed out Astartes and Astra Militarum content, including vehicles up to and including the Baneblade and Stormhammer. Yes, they're as insane as you might imagine, and require Vehicle Framework and Vanilla Vehicles Expanded. Highly recommend also including either Rimefeller or VE Chemfuel so you can actually fuel the hungry fellas.
Next up is the MIM series, which are still far more OP than vanilla Rimworld, but not to quite the same level as Grimworld. MIM has a TON of modules for chaos and other evil races including the Necron. In general I would suggest picking either Grimworld or MIM, since otherwise you'll end up with a lot of duplicate stuff (weapons especially, which MIM has in spades; arguably too many, to the point where you'll spend most of your time researching 50 different patterns of bolter).
Finally is the Warhammer 40K series. These ones are intentionally balanced to be more in line with the vanilla experience, and again have a lot of components for a varied playthrough. If I was going to mix and match, I'd probably use a combination of MIM and Warhammer 40K, adding in some extra bits and pieces like the Orks of the Rim (requires Biotech) race mod so you can be raided by da green boyz.
Grimworld works really well as a themed pack to pit against the aforementioned OP factions like VOID, if you twin it with some other OP mods like the GITS Cyberbrains and Greyscythe Cybergenetics/Bionics mods.
