If it's other pawns, and I note you have Vanilla Skills Expanded installed, try removing that one. I had an issue where that mod caused pawns to stand around doing nothing after picking specialisations, though I don't know why. Haven't used the mod since.

I don't really understand which mod could cause this.
Try turning off every mod that affects AI, if it still persists assume it's permanent for that save.
