Or do you mean it doesn't recognize "mod added" rather than "custom" xenotypes?
This one does everything you talked about, assuming you actually did mean custom xenotype.

I use to use that but it's not updated and it's kinda messy to tweak. Increase one option and all the others decrease, never played nice. I'm trying to use total faction control, it doesn't recognise custom made xenotypes so I tried to use it's recommended xenotype exporter and that's where the issue with the XML files come in.
Regardless it's still very messy sadly, you have to tweak every single pawn type that spawns in the faction. miss one and suddenly you have baseliners spawning in your orc tribe or something XD
don't get me wrong, if I can;t get anything else working I'll attempt this again but it's a last resort.
You see that kind of 'report' in the comments of pretty much every single item on the workshop if you scroll through them.
