It doesn't matter if you're good or not. It matters if you enjoy the game.
If you like Rimworld and Anomoly looks like something you'd like, go for it. If you're on the fence, wait for reviews.
If no. Then I would look at those first (or rather two of them, royalty could be ignored in my opinion) Then think about what you like about the game and want the most.
If you do have the other dlcs, then its up to you, if you like the specific things listed, would it be fun to tinker with? is the price asked much for you? or just a tiny dap.. it all depends.. But the most important thing is, that its your decision.
That is a rather rude comment in my opinion and would not solve anything

Personally I would go for Biotech first. But as I said. It should be what you want and feel you need in your game. Its important that it is your decision. Look at all the dlcs you miss and what they add. If something really speaks to you, then get it.
