The intention is to encourage crafting your own clothes instead of just getting endless free ones from drops and never really dealing with that entire aspect of the game. That is the main explicit reason the tainted mechanic was added as explained by the developers at the time it was added. Being able to clean them would defeat the purpose of the system. There are multiple mods that allow you to remove the tainted mechanic or ignore it though if that is your preference.
In the mood description it says it a psychological hang up. It's also so that youre incentivized to craft your own stuff or get them from Quests.
sidenote, if you strip an attacker before they bleed out or otherwise meet with an untimely demise, the clothing doesnt get the tainted tag.
Taht said, it's a game and there is load of mod. I use one named simple loom to recycle tainted clothe but there is other that allow you to wash it as well, have a look.

Because it's not an issue of the clothes being dirty. It's an issue of the pawns feeling uncomfortable wearing the clothes someone died in...
Time doesn't damage it if you're keeping it stored indoors. If you're keeping it stored outdoors, exposure to the elements damages it. If you're wearing it, then normal wear and tear damages it.
And why would the pawns be less uncomfortable wearing armor someone died in than clothing?
Again, "tainted" isn't about it being dirty. Pawns find it psychologically unsettling to wear something that someone died in. Which tends to be a common mindset IRL too.... Hell, there are people who get squiggy about living in a house someone died in...
