Biological age is higher than chronological age
I think this is a minor bug, as chronological age should be at least => than biological age.
I just met a character whose chronological age is 17 years 3 quadrums and 11 days whereas her biological age is 18 years 0 quadrums and 2 days.

If I understood correctly what chronological age stands for, then there seems to be a flaw with the check for these ages.

This is a special character and their age is meant to be like this. They're unknown for a reason and their abilities are equally crazy to match.
Except that it could be any pawn who was spawned under the age of 18, unless the background/s they have are unknown they are normal pawns.

With default settings, pawns under 18 biologically age faster.

For the sake of gameplay children and young teens age faster than normal, resulting in higher biological ages for pawns that were born mid-game or generated young enough.

1. For simple mechanical gameplay reasons children age much quicker then they should (So that it does not take 18 ingame years for a child to become a fully functional adult pawn).

2. Then we also have technology in the Rimworld universe like growth vats that age you biologically at a accelerated rate (2000% or even 2600% with the precept).

The bug is only a minor chronologically, biologically they're legal.
