Is the ritual spot's radius obstructed?
So yeah. I have the exact same problem. My ritual spot sits on granite tiles that have the exact shape of the radius. There are some columns surrounding it outside of the radius. It is free accessible from all sites. Yet I can't put a pawn into the spot for the invoker. The "singers" work tho.
What do you mean by psychically capable?

it could be any of the things mentioned above, or it could be that the temperature is not good for holding rituals, or a few other reasons. Read the tooltip.

After i removed some mods the issue seem to be gone, so it is likely some recently updated mod is causing an issue for you. In my case it was Multiplayer mod, even when i was not hosting multiplayer session at the time.
Either try disabling mods one by one to see which one is problematic, or try to resubscribe to all the mods on workshop to force update. Sometimes they simply not update properly and leave some odd file which causes issues later.
