There are rituals to spawn hostile zombie hordes, or you can make your own by using Deadlife Dust on groups of corpses. You can load deadlife dust into mortars and fire it, use them as IEDs, and some creepy drifters have the ability to release deadlife dust from their body. You can't recruit these zombies, but they're basically a shambling horde of friendly zombies that will attack hostiles for you.
You can also turn on permanent deadlife resurrection as a modifier to a scenario for a hostile zombies everywhere corpse management playthrough.
