Edit : I just realized the OP is one of those types who wants every pawn to be high guns or melee with toughness, and thinks they are "winning" because single raids dont really bother them anymore. The current stat range is meant for the current array of stats. If Art was dropped from the list, total points would have to come down. All it'd do is remove a potential dump stat you can take advantage of with gene modding.
Throwing some art around is a easy way to keep the mod up, especially when you get to the late game and disfigurements are common, that said if its necessary or not depends on a lot of factors including difficulty.
Even early on the mod boost can help you get more inspirations.
