best way to get chemfuel?

Make it, buy it, get infinite chemfuel generators, mod it. Whichever works for your colony.

i build the Chemfuel Refinery and use wood. Cheap and easy, unless your biome doesn't have much wood ala: the desert

I like having boomalopes as a passive source of chemfuel, since they produce it at a decent rate, and you don't need to put much work into it since they automatically graze; all you have to do is milk them with a decent animal handler. However, if you want to mass produce chemfuel for whatever reason, then researching the biofuel refinery is your best bet, but you need either wood or excess food. The infinte chemfuel generator is also decent, but they are hard to get, take a decent amount of time to produce the chemfuel, and (I think, not totally sure) that they completely restart production if it runs out of power for whatever reason.

TL;DR: Boomalopes for passive generation, biofuel refinery for mass production

Someone did the calculation about using rice for chemfuel. You'll need one chemfuel generator, one chemfuel making machine, one or two batteries, and a full hydroponics setup. If i remember right, you only need to dedicate 1/3 of your hydroponics to rice to keep up with the fuel needs.

I usually use Boomalopes. Their biggest advantage IMO is the fact that they can breed. So, it's pretty easy to ramp up production to whatever you need. There is some time cost in milking them for the fuel, but overall, I think Boomalope farming is pretty efficient.
