If your trying to weigh the money vs content ratio, I'd say Biotech is by far the best choice for it's cost. Adds a lot of extra nuance to the game, and some features that really should've been in the base game like colonists having children.
Ideligion is good for flavour. Not intrusive and lets you run your colony with more precision.
Last is Royalty, while they've made some changes to it that makes this expansion more open, it feels the weakest, which makes sense as it's the first DLC they released.
