Club can be okay if made of jade. Knife can be extremely powerful if made of plasteel especially at high qualities. Of any other materials honestly pretty equivalent.

Depends on what your fighting and how dead you want it.

If you're trying to capture raiders then a club tends to be better, as it will not inflict bleeding and will not lead to infections. I'd recommend the club early on while you're in a heavy recruitment phase.

If you don't particularly care and just want someone dead, then knives tend to be better.

Clubs have no quality, so they're better if your crafters are ♥♥♥♥, but knives will generally out perform it once you can consistently craft Good+, though you should also be pushing for maces, spears, or longswords at that point.

If you are on peaceful honestly you should have neither of them, because nothing will attack you and you only risk to give a weapon to someone with a mental breakdown... So no weapon is better (at least for what I know of peaceful).

On higher difficulties, like some others said, club are a low DPS weapon and coupled with blunt damages it's good to capture enemis, to my knowledge you don't get something better for this.
If you are desperate it's also an option against enemis with BIG armors/Mechanoïds because blunt damage is more effective against them, but it's still low DPS (at least it's better than some other early options against these targets).

Knife is just a bad weapon. It's DPS is just a bit better than a club, without the utility the club have. The only advantage I can find to them is the very light weight, so you could probably find one or two cases where it's a decent option for civilians to be able to defend themselves, but 99% of the time you want to replace the knife.

You can still be in combat situations on Base Builder difficulty with Phoebe. It just disables raid events from happening randomly. You can, for example, still open up an Ancient Danger or summon Diabolus.
Colonists also do not use their weapons during social fights or most mental breaks. They'll just punch, bite, and kick each other even if they're carrying a weapon.

There really aren't situations where you would want a colonist to be unarmed. If they can hold a weapon, they should be holding a weapon at all times.

High quality plasteel knives have pretty similar dps ratings to midrange monoswords against low armour targets. I often find knives difficult to replace if I get a good craft or a masterwork from a quest reward. The plasteel attack speed boost with the masterwork damage number increase is quite the combination more like throwing someone in a blender then wielding a weapon. Not bad for something with so little material cost to reroll quality ratings. No endgame weapon but the dps ratings truly are unexpected.
