Once you've set the zone(s) where you want your people to grow plants, a pawn in your colony who is assigned to working with Plants should be able to sow that field. By default, growing zones should be set to have potatoes planted, but you can select the zone and change that to a different plant (including rice, corn, etc.)
It may also be worth having shelves, and/or a https://rimworldwiki.com/wiki/Stockpile_zone indoors, for your pawns to bring the food to once it's been harvested, as food deteriorates if left outdoors.
