I cant get rid of the debuf, I think its from lacking psycaster apparel. What should I build to get rid of it? I already have the other stuff.

Yes I know but I literally dont know what qualifies as psycaster apparel

I think it might just be somethign that has 'psycaster' in the name

Anything listed under Noble Apparel or Royal Apparel in the research menu: Corset, formal shirt, formal vest, ladies hat, top hat, coronet, crown, prestige robe.

Anything with Eltex in the name: Eltex helmet, eltex shirt, eltex vest, eltex robe.

Any armor with Prestige in the name: Prestige recon armor, prestige recon armor helmet, prestige marine armor, prestige marine armor helmet, prestige cataphract armor, prestige cataphract armor helmet.

Mix and match pieces until you have a full clothing set.

Edit: Pants always qualify as appropriate attire as well. If you're wearing appropriate armor, you can also wear anything as your shirt including t-shirts and button down shirts.

So do I have to get the eltex stuff from quests? I didnt see it to buy.

Empire cities and empire merchants will sometimes sell eltex items, otherwise they're also quest rewards. You don't need eltex to satisfy a praetor, but it does work to satisfy them. It's usually easier to get a set of noble apparel until you can make or buy a set of prestige armor.

Visited the local Imperial City a few times and I don't remember about the first trip or two because I didn't know much about psycasting- but on the last trip there were 2 Shirts and..... I dunno maybe a hat.... of that Eltex or whatever stuff. New to the game relatively but I just recently started having colonists rise up the ranks of the Empire or whatever it's called so I'm just learning about this stuff as well. I think for my guy's "Knight" promotion I made everything in-house. Bright-yellow Top-Hat and everything. My current colony has a LOT of Very-Good-At-Everything people (about 4 years in) but my top-royal guy is awesome- he didn't get all demanding and jerkish when he made Knight and I even put a Psychic Harmonizer in him because he's always so happy.

Have to say about Psy-Abilities: Another Royal at my colony got "Words of Joy" or something like that at level 2..... +30 mood at the cost of 20% consciousness. I'd guess I'm using it like 1.5 times a day on average but MAN that thing is sweet. Like I said- I'm new so ALL of the Psyabilities are new to me but that Joy one is no joke. Especially since my last few colony additions are...... less stable than my original "core" that I had for years. Sorry about rambling- I'm SO hooked on this game right now.
