Report a translation problem
The entry for the Bioscultping pod does mention that it is important for the believers in Transhumanism but is used by all. Which is why I'm confused with it not being available to construct at all ;(
Maybe a bug or a mod conflict? I looked at RW wiki and you are correct, it should work see;
"The biosculpter pod is a miscellaneous building added by the Ideology DLC that can heal a variety of injuries and even reverse pawn aging. It's very important to colonies with Transhumanist ideoligions, but other colonies can still build and use it."

Possibly? The only mod I have is the EdB Prepare Carefully mod. Very suspect. Maybe my Ideologion is in odds with building it (first game with the DLCs for me). ;-;
Would it be possible you have a ideologion trait that is incompatible with the biosculping pod?
I thought the different cycles just gives you a time penalty when not being transhumanist.
Maybe there is some anti tech Ideology trait that disables them.
If you can't find it then its either bugged or you are looking in the wrong place.
The Neural Supercharger requires a pawn with the Transhumanist ideology that is able to construct buildings.
